Leaving the scene of a crime....

After he towed the car to his mechanic shop, then spent so much time fixing the lights, tweaking the engine, shinning the bell, testing the pedals he WRECKS IT!!  And not only was it a simple hit, but he rammed the parked car once, then backed up and did it again.  You would think he would have at least looked for the owner of the parked car or left a note, but no the perp made a RUN for it!  It looks to me like he got away with it, but I got it all on video.  I am now wondering if I should call the police?
